It might have. They would have had to done a phone call. Perhaps the process should be changed to include what the site is for. It is difficult in this case because it's a rather small bank.
It definately is a bad thing since it further erodes any trust that's left online. One thing I can say: no bank is that customer service friendly. If you receive this kind of info, call the bank using a phone number from the phone book or what is provided with your monthly print statements.
